Competency Assurance Program (CAP)

SCPP is in the process of revising the Competency Assurance Program (CAP).

As the regulator for pharmacy professionals in Saskatchewan, SCPP has a legislative responsibility to protect the public interest and to ensure that pharmacy professionals are competent at entry to practice and remain competent throughout their careers to provide the public with safe, quality, and ethical care.

The program will be guided by best practices and evidence from across the health professions, prioritizing the unique strengths of Saskatchewan pharmacy professionals, and providing them with the support needed to improve their practice.

With scope of practice changes, new medications and therapies, and shifts towards more person-focused care, it is of utmost importance for pharmacy professionals to ensure continuous improvement of knowledge, skills, abilities, attitudes and judgements. The program strives to be person-centred and is driven by a focus on what matters most to patients and professionals.

In addition to fulfilling SCPP’s regulatory responsibility, the revised CAP will be a resource for all pharmacy professionals to assess and improve their practice. Guidance will be provided to use data to assess practice rather than relying solely on personal perceptions.

The program aims to encourage and support lifelong professional competence and learning to allow pharmacists and pharmacy technicians to continue to serve the people of Saskatchewan to the fullest and safest standard of care.

SCPP recognizes the importance of balancing feasibility alongside the benefit of the proposed activities and is therefore engaging in broad stakeholder consultation throughout the development and implementation of the revised CAP.

Member feedback and engagement is a priority for the Competency Assurance Unit, and members are welcomed and encouraged to reach out via the link below.

Additionally, calls for volunteers will be common throughout development and implementation; watch for these in emails and SCOPe articles.

In 2002, SCPP released a learning portfolio and guidelines to allow members to document the reflection, planning, application, and evaluation steps of Continuing Professional Development as an improvement on the traditional continuing education system of simply attending learning events and assuming an application of learning into practice.

Since then, additional research and recommendations have been released regarding how to train, guide, and ensure professionals are completing the necessary steps of CPD.

This has prompted many regulatory organizations, including SCPP, to update their programs. Including, a shift from the passive process of learning to actively choosing learning activities and focusing on learning that will have an impact on practice.
